Can't open developer console in google chrome?

Hello, I can’t open the developer console, I pressed hot keys (F12 and so on), nothing happens + through the settings, the “Developer mode” slider is not active i.e. I can't turn it on. Who had?

the same song ... neither chrome nor IE show, as if someone is intercepting and locking F12 ... or the browser is configured not to show the developer panel to just anyone

I have a Dell keyboard with the Fn function key.
The Fn + F12 combination is responsible for turning on the next playlist element, I actually noticed that it works without the Fn combination - so it became obvious that the reason is in the keyboard software configuration.
Deleted, installed now F12 works in Chrome.
