If I understand the situation correctly, which you obviously underdescribed, then you go from the vendomachine via ssh to a computer with Linux and try to run something X there.
In this case, you don't need startxfce4 - you already have a window manager (windows) running. To run something else, you must have a) set up X11 forwarding in putty (probably already the case, but not a fact); b) the X server is running on the machine from which you logged in. xming is a great, tested, working option.
