Can't login to phpmyadmin?

Good day! Can't login to phpmyadmin.
I have 2 ip addresses leased. The old one is used only for the game server, the new one is used as the basis (it has Apache muscle, etc.).
Let's say 1.1.1.1 - old ip, 2.2.2.2 - new ip
I went like this: old 2.2.2.2 /phpmyadmin
Writes Site 2.2.2.2 did not send data.
I went like this: Moysayt.ru / phpmyadmin
Writes The site did not send data.
Reinstalled phpmyadmin, same thing.
Please help.

See apache configs. 100% in them cant. Perhaps the IP was not changed there.
