Can't login to hub

Such a problem: I can not log in to Habr from a working computer. With normal authorization, the captcha always returns "Wrong captcha type". When logging in via social the network is given a 404 error.
This happens in both chrome and IE.

Support responded as follows: “For the site to work correctly, make sure that JavaScript is working correctly in your browser, cookies and referrers are being passed - perhaps some third-party software is interfering: antivirus, firewall or browser add-on.”

But I don't seem to have set anything up or changed anything. No other site has this problem.

I don't want to disturb the admins yet. :-)

Maybe someone knows how to solve it?

In my case, the following helped -
“instruct the site to track me” and “send data about the referring page”
(although one of the two is possible)
