Can't install Windows. Tried EVERYTHING. What's the matter?

I wanted to transfer an SSD from one laptop to another and install Windows 10 on the same SSD. This is
not the first time I have been installing Windows ...
I did everything as always.
Downloaded from office. site utility, prepared a flash drive. Everything registered without errors.
Then I connect this USB flash drive to the laptop and go into the BIOS. He sees it - I put it as a boot (first), save it and exit.
Booting from a flash drive does not occur, the laptop tries to load Windows 10, which was on an old laptop (there is no way to format the SSD, I wanted to do it during installation) The flash drive is
working (tried 2 different ones)
The utility formats it automatically in fat32
Tried different USB ports.
Changed SATA Mode (I don’t know what I was hoping for, but it didn’t help)
Tried to write a new image from the office. website - did not help

The other day I used UltraISO, one flash drive refused to be formatted from the utility at all, although it was clean, the second one worked. But if my memory serves me, I formatted it in NTFS ...

Recently, the same thing happened, I decided that I installed Windows not from the BIOS, but on top of the old one. Then successfully removed windows.old, and everything works as it should

1 - you go into the BIOS (usually F2 or Del) if you don't know which button, read the text when you turn on the laptop, there will be a hint
2 - turn on the boot menu (usually on the Main tab) boot menu -> Enabled in the tooltip it will be written how to call it. You save the changes and exit.
3 - go to the boot menu (usually F12) choose your flash drive and rejoice))
On some laptops there is such a feature, the keys from F1 to F12 can work in two versions, in the BIOS settings it is set whether you need to press FN to call the laptop function or not . Suppose by default FN + F2 will turn off the backlight of the screen, and you can simply use F2 to enter the BIOS. If you change the settings, then to turn off the screen, you just need to press F2, and to call the BIOS, you will already need to press FN + F2.
