Can't install Microsoft.Toolkit.UWP. What is the problem?

An error pops up: Failed to install package "Microsoft.Toolkit.Uwp 6.0.0". The framework version is 4.8, it actually asks for it, but does not install it

The package you are trying to install is for UWP apps and it looks like the app you are trying to install is for .NET framework 4.8 and not UWP. It's right?
