Can't install Magento?

I work with php and develop skills for working with php (I install various CMS with which I have not worked before, I understand them). So I decided to look at Magento. Failed to install. Errors are thrown:

Failed to load resource: the server responded with a status of 404 (Not Found)
require.js:141 Uncaught Error: Script error for: jquery

I tried to install on Linux but everything is the same.
googled on stackoverflow - tried
php bin/magento setup:upgrade
php bin/magento setup:static-content:deploy -f en_US
but didn't help.
Maybe someone faced such a problem?
