Can't install EasyOCR?

Unable to install EasyOCR library. And any version.
Here is what he writes:

Could not find a version that satisfies the requirement numpy==1.13.3 (from versions: )
No matching distribution found for numpy==1.13.3

At the same time, Numpy 1.22.0 was installed first. He wrote the same thing, only it was like this "numpy==1.19.2". I installed Numpy1,19,2. Now it says "numpy==1.13.3".
What could it be?
