How to fix eel package installation error (Python)?

An error occurred while installing the eel package via the command on the command line: pip install eel.
Can't install any package at all, already reinstalled all Visual C++ packages, pip version and even Python itself.
Before that, I used only the mingw compiler (they say that it may be the cause of the error.

No problem... The only thing I have is Visual Studio Build Tools 2019 16.2.29215.179 (installed a year ago).
PS Afterwards, I have the file basetsd.h that you are missing is located in the C:\Program Files (x86)\Windows Kits\10\Include\10.0.18362.0\shared directory.
