Can't get RS232 data in python?

I touched on the issue of pairing the device with a computer under Windows ... I already know the exchange protocol and the device accepts the command, but the decryption (there is no data display in any format, eror ... eror ... eror) I googled both on gighab and there are articles on starload, but apparently I don’t understand something, I’m not catching up, recommend literature, articles on this topic, maybe someone touched on similar problems and saw my mistakes, correct (I installed the original libraries).
