Can't change php language version in phpstorm?

I can't change the php language version in phpstorm to 7.4.
I tried to disable synchronization with the composer (Setting > Language & Frameworks > PHP > Composer > Synchronize IDE ...) and change the version, but the maximum available is 7.2

In the composer I have
