Can't change or create order properties in 1c-bitrix?

I press "New property" I enter the data, I press to save/apply and just takes off in the list of properties.
When you try to change the same thing, because of what this can happen?

I deployed a backup next to the working site, everything works on it, but not on the working one

Then show the screenshots how you fill it out.
Check property group...
