Hello, I have such a problem, I can’t access some sites via VPN, but without VPN everything works fine. The page just loads forever, DNS all work fine.
Tried through OpenVPN, everything worked there (Due to frequent Internet crashes, I had to reboot, so it didn’t fit)
VPN type : PPTP
Internet bandwidth : 400 kilobytes / seconds

I dare to assume that you have a small bandwidth. And your vpn server is far away. With the use of vpn, the speed drops. And you had it initially low.
