Can svg path elements be set to a layer value like in css?

I am making a small map. When hovering over one region, I highlight it, but its border is not always highlighted from all sides. The feeling is that the nearby region is higher than the layer and overlaps the one I hovered over and it turns out that part of the border is not visible.

If you are talking about an analog of z-index , then yes, you can use the render-order attribute. But the elements must be in a group ("g" tag).
