Can S3 be used as a server for SpeedTest?

Hello colleagues.
Now I am choosing a storage for storing files (those that will be downloaded by the client) to implement the Internet speed testing service. Judging by the description at site, S3 is a good option. Is this true, or is it better to use some other service?

Speed testing is traffic, but on S3 you pay for traffic and for hits, and S3 is not a CDN, so it is tied to a location (total you need CDN + payment for traffic in the case of Amazon).
Try the option: dedicated server behind cloudflare. Cloudflare will cache your file, then briskly return from its capacities.
In this case, the speed calculation will have to be done on the client. Also - cloudflare does not cache POST requests, so you will need to give them in GET.
Here is a small article about caching with them.

Your choice of S3 is a good option, but you will have to pay in dollars, you understand - the payment can seriously change upwards. Well, the lack of a sufficient number of points of presence in the Russian Federation will affect the speed of upload and download.
Therefore, it is more profitable to choose the services of a Russian provider. For example, SkyparkCDN. You can store your data easily and load it faster with a CDN. Support for FTP, FTPS, SFTP, HTTPS or Rsync API. You get storage and CDN service in a bundle. Coverage around the world.
