Can Russian IPs be fired at some hardware level (below the web server level)?

The question is related to this: let's say I set up a VPN server on a VPS and connect to it via UDP - how exactly can hosters burn that I'm doing this from a Russian IP? And with what software?

I'll expand the question a bit: I configure UFW myself. And what else can they have BEFORE my UFW?

If you look at lower levels, then when your vpn client sends data to the server, your network card generates IP packets that have the ip address of the recipient and the sender.
By the sender's ip, your requests can just be rejected and they will not even reach the VPN server

Well, the hoster then sees the request BEFORE the server. Therefore, it sees
the IP ... But if you let all the traffic through the VPN, then AFTER connecting to the VPS (vpn), everyone will see the new address
