Can Ruby be used instead of PHP?

I work for a company where everything is done on MODX (90%) sites. Sometimes you have to work with php code as well. But here's my question - is it possible to replace PHP -> Ruby? Or does Ruby only work in conjunction with Rails?

You can slowly pick up the project on the rails at home, but at work they drank on php, make money. If instead of the standard terms for development you provide 2-5 times longer, you will lose customers very quickly. And there will definitely be misunderstandings during the transition. Or find a skillful rubist.

Only for certain types of projects: startups.
For boxed solutions or business projects, ruby ​​is less suitable than PHP.
