Can RD Shadow be used to connect to Windows 7 Professional?

Starting from version 6.3, the mstsc.exe file launch options include the /shadow parameter (and related ones), which allow you to connect to an active user session without disconnecting it yourself.
I connect with Windows 7 Professional SP1.
With the command mstsc /shadow:1 /v TRM /control /noConsentPrompt, I connect to a server based on 2012 R2 without any problems. However, the reverse action (which is what I want to get) fails, the system gives an error

The version of Windows installed on this server does not support shadow user access.
Logging into RDP on Win7 in the usual way is obtained without problems. Is something missing in Win7? Need to update your RDP client? Or is this functionality for Win7 basically unavailable?

So it clearly says:
Unless the server had to be quoted.
EMNIP from desktop axes, this supports win8.1 and higher (naturally, in versions that support RDP, that is, not home)
