Can Raspberry be used for motion detection and video recording?
is it possible to do this -
use an outdoor video camera and a raspberry to it
so that video is recorded on a disk and the movement
of such cameras is recognized several, and several raspberries
and the operator's computer accesses them as a client to view the recordings,
can this computer cope with such a task

It is possible, but not necessary. Why are ready-made solutions unsatisfactory?
To avoid integration and support problems, it is easier to take a ready-made solution.
Hardware for cameras with motion and people recognition is cheaper than your raspberries and works out of the box.
There is such a video surveillance system - Line , they had a MicroNVR Line solution - an IP mini video recorder. The only limitation was the total bitrate not higher than 40 Mbps, i.e. could handle 10 pieces of 2MP IP cameras. At first I thought that it was made on Raspberry Pi , but then I found out that on Orange Pi , although in this case it doesn’t matter. So, there was enough power for detection, recording and retransmission. There was only a problem there - external drives often fell off for unknown reasons, which is why they were discontinued, but they promise to release a replacement soon, maybe just for Raspberry .
