Can OSPF be used to reserve links between 2 routers?

Good day to all, the task arose - to connect 2 offices to each other with fault tolerance at the provider level.
The scheme is as follows - in the first office, 2 ISP1 and ISP2 providers with white addresses are connected to router R1, in the second office, an ISP3 provider with a white address is connected to router R2.
At the moment, 2 ip-ip tunnels ipip1 (ISP1-ISP3), ipip2 (ISP2-ISP3) have been created, the tunnels are encrypted using IPSEC.
On routers R1 and R2, netwatch is configured, which monitors pings to the other end of the tunnel, and in case of packet loss, changes the routing table.
It seems to me that such an implementation of fault tolerance is, to put it mildly, not optimal, is it possible to screw scripts to change OSPF routes in place?
