Can normalize.css be used in individual projects?

Can normalize.css be used in individual projects? If the customer forgives a 100% individual product so that there is nothing to dig into.

Why not? normalize.css has no effect on personality unless you mean by personality differences in default CSS values depending on the browser (which is commonly referred to as bugs, and what normalize.css fights against).
