Can Magento 2.4.x combine shipping and payment methods and create dependencies between them?

Good day to all!

Please clarify some points regarding the functionality of Magento 2.4.x

1. Is it possible to offer delivery methods depending on the entered address of the buyer?
2. Is it possible to offer payment methods depending on the selected shipping method?

Suppose delivery is carried out: by our own courier service, Russian Post, SDEK, pickup from different points in the city, etc.

The courier service works only for Moscow, and all other methods for the whole of Russia.

If a person entered any other city in the address, except for Moscow, then he should be offered all delivery methods, except for courier.

The same is true for payment methods.
