I want to buy an iphone 4 from ebay, and then I read that it seems like it’s forbidden to send phones by delivery. It's true? They say some bans appeared in May of this year on the import of lithium-ion batteries ...

Lithium ion batteries are prohibited by USPS Airmail.
But other delivery services can deliver.
This ban applies not only to our country, but in general to any delivery across the ocean.
So if the seller already writes that he will deliver the goods to you, then it is unlikely that this could be a mistake.
Well, check it out just in case.

Ebaytoday and Polar Express deliver accurate devices with lithium batteries. I don’t remember about the rest, but somewhere on Habré there flashed a post about intermediaries who will help with this

Does not deliver only USPS across the ocean. Therefore, everyone from there sends some kind of FedEx, etc.
