Can layer styles no longer be applied to artboards in Adobe Photoshop CC 2017?

Layer styles can no longer be applied to artboards. As a workaround, you can include the content on the artboard in a layer group and then apply a layer style to it. I don't understand what you are talking about, can you clarify?
