Can Java-based applications fail to run due to the lack of Java itself on the PC?
I installed the application, it does not start, I found the "jre" folder inside. Windows 10 new, Java not installed.
Could this be why it won't start? If so, should I install jre together with Jav? Or is it one and the same?

Yes, you need jre to run.
Look at what's in the folder, maybe jre is already there (the name hints, yeah).
