Can it be considered a reference table. with ext. connection?

Can it be considered a reference table. with ext. connection? For example, a city with a country key. Or If an image_id (city image) is added to the directory. I understand that the thing is conditional.

In principle, a directory is an entity. In the DBMS, each ruler is an entity. That is, the parity in properties between objects - entities and records in the DBMS will be
Entity / object - a record in the DBMS.
Otherwise, imagine you have a
"Directory" table.
You have a program, the program has a DBMS client, and using this client you enter the "Directory" table into the DBMS

10 minutes pass and the developer likes what happened so much that he decides to dispose of another directory in the same way, now these are the names of cities with a number.

And how can you now identify these directories, which record belongs to which directory? This can no longer be done.
Perhaps the example is a little far-fetched, but it seems to me that the essence is described well.
