Can I write my own app for ipad and not pay $99?

Hello everyone, I plan to buy an ipad mini soon, and write an application for it purely for myself, and if possible for some friends. The application is really simple for a couple of people and it’s a pity to give $ 99 to use your program.
I heard about ad hoc , but I understand you have to pay first?

Now I can answer myself that you can still write an application for IOS and run it on your device, but the device needs a jailbreak and some fraud in the xcode settings. Everything is in Google on a subject.
