Can I write in Swift for Linux or Windows?

I really want to believe that Swift is a cross-platform language (I want to write under Android, or at least under Linux). If you can't write on it for other OSes, then is it possible to at least not use MacOS for development under IOS (I don't have Apple OS and I'm not really a fan of these systems).

The question is what to write. If the GUI application, then no. If hello world, then quite.
