Can I use the device while charging the lithium battery?

Good afternoon!
Adapted a lithium battery to a table lamp.
I charge with such a board with protection:

Accordingly, the lamp is powered from the OUT+ and OUT- boards.
Judging by the tablet-phones, and just logically, the device can be used while charging. Let's say it's discharged, but it's a hunt to read, it's plugged into an outlet, it charges and glows.
Unless the load on the m / s of the charge controller is larger, but the current from the adapter is obviously less than the permissible 1A.
But still there is some doubt .. Is it
possible or not? Maybe something is not taken into account?

It is possible if the battery is equipped with its own protection, control and charging driver, for example, as in a laptop, tablet, cell phone, etc.
