Suppose there is an idea to make a game that is spherical in a vacuum. And there is an idea to use the resources of an already existing game, with the owner, publisher, etc. What does this situation look like from a legal point of view? This means the use of textures, or, for example, ideas / titles / plot.

At the expense of ideas, everything seems to be OK, at the expense of resources - it depends on what license the game is distributed under.
The most profitable option, most likely, will be the deduction of royalties from each sold copy of your game.
Sell without resources and force the user to take them from their original original media like in OpenTTD, ScummVM, prBoom and others.
I started with about the same idea - to make Civilization and even used graphics from Civilization 3.
But then I found a good artist / designer + redid something + a lot of my own ideas appeared. And as a result, their own game came out, and not a port =) Which is what I advise you.
Believe me, there are people for whom it is as easy to draw these graphics as it is for you to port the game to mobile - you just need to find these people.

Contact the author of the game whose resources you want to use. The license agreements that come with it are aimed at the end user. They have a strictly defined set of transferable rights, aimed strictly at personal use. Your use will not be personal. It will be necessary to settle this issue with the author (copyright holder) of the game and conclude a license agreement for the use of materials in development.
