Can I use programs installed via WSL on Windows without running Ubuntu?

After starting the OS via wsl, where do all the programs installed from it go?
Should I initially make Disk C (where Windows is located) more capacious, not 100, but for example 200 GB, if I'm going to use WSL?
After installing programs via wsl ubuntu, can I use them from Windows?
More precisely, WSL Ubuntu is used to install programs that we cannot install through Windows, but after installation they run on Windows?

No. But everything is so transparent there that with a normal amount of resources you will not feel anything.
