Can I use a smartphone instead of a router?

Can I use a smartphone instead of a router? there is an ordinary portable mobile Wi-Fi router Huawei E5373, where a SIM card is inserted and the Internet is distributed. Is it possible to use a smartphone (Samsung galaxy y) instead of this router and distribute it? Will the speed be low? What's the Difference?
