Can I track mobile app reinstalls?

Is it possible to track re-installs of mobile applications in Google Play and Apple Store.
Purpose: to pay the marketer for the number of installed applications, only weeding out repeated ones. For example, if the same person has installed apps 2,3,50,1000 times... can it be viewed on Google Play and Apple Store?

In the Android Developer Console, you can probably use the "Total Installs (Users)" setting to find the difference between today's value and yesterday's value.
Total Installs (Users): The number of unique users who installed the product. For each user, only the first installation is counted, regardless of how many devices he subsequently installed the application on.
