Can I specify multiple licenses depending on how the product is used?

There was such a question about licensing the framework. I would like to know whether it is realistic to say to exclude certain parameters from permissions, for example, specify the following:

CC-BY-ND (prohibit) for commercial duplication and templates.
CC-BY-SA or MIT (permit) for commercial use. in individual projects.

Creative Commons is not suitable for code licensing.
Find the right license for the code, there are many. In your example, if it were a work of art, CC-BY-ND would be appropriate. It is forbidden to change the work, but you can use it for commercial purposes.
For works, you can specify two licenses, say, CC-BY-ND or CC-BY-NC. So that everyone chooses which one he wants to use. Or free but do not dare to change, or change but for a fee.
