Can I share on Twitter using a link to the site?

Is it possible to make it so that on Twitter (as, for example, in other social networks - VKontakte and Facebook.) You can share the link to the site? It is necessary that the Link contains only the address of the site that needs to be shared, and not the text of the sharing in the link itself. And so that the data for sharing is in meta tags. When the page would be shared, meta tags would be parsed and the sharing object would be formed like this
now share?text=...
but it should be like this https://twitter.com/share.php?url=...
How to do it and what to read about sharing in general/see examples, how to do it?

On Twitter, in principle, there is no pulling data from links.
There are, as it were, 140 characters and all that, what kind of objects and meta tags are there)
