please tell me which location for the virtual machine you need to choose in Windows Azure so that it has a Russian IP address?

in the post on the link map of MS data centers, something I don’t see the Russian Federation there already in any way. So the advice above is a proxy, or, most likely, ando just buy a domain and connect (already possible) it to an application in Azure

Microsoft provides its pool of addresses

registered on MS, usually USA, UK.
Using an external proxy server that provides a Russian IP address will help you.
