More likely no than yes. The Instagram engine does not support this (well, they were too lazy to program it :)). There are third-party services that supposedly search, for example www.mixagram.com, but in fact they ask Instagram for all the pictures by the first tag and select those where there are others. This is very slow and eventually shuts up due to the limit of hits to instagram.
