Can I register for PayPal using someone else's passport?

I want to create a PayPal wallet, but I'm under 18 (17 at the moment), I need to enter passport details, can I enter my mom's passport details, but my bank card? Or do you need the card to belong to the person on whose passport the account is?

As far as I remember, this is possible, but formally it is forbidden in Russia, banks talk about this separately, you can’t trust your card to other people, in this case your card and you trust it to your mother (to whom you create an account).
But a separate question, is your card issued to you? what is written on the map? it’s just that until the age of 14, the card belongs to the parents one way or another, it’s just an additional one, after that, yes, it can be issued separately for the child.
ps with a high probability, with a formal mismatch of the name on the card and the name of the account, there will be problems accepting payments or withdrawing them to a bank card.
