Can I redistribute content marked "for review"?

There is a website on the network, let's conditionally call it "Series Online", which hosts series with the possibility of watching them for free. The footer of the site says "All rights reserved, the material is provided for information only" and a couple of links, one of which is "For copyright holders", where you can claim the authorship of the content and ask, for example, to block it.
I have a few questions:
1) What does the inscription (in their particular case) "All rights reserved" mean? From what I read on wikipediait became clear to me that the posted content belongs directly to their authors, but I strongly doubt that "Serials Online" have an agreement with each copyright holder, as evidenced by the signature "material is provided for information only" and a link to the "For the copyright holder" form. Can you explain on what grounds under the current conditions "Serials Online" publish content and how legal is it?
2) Can I take a video from the site "Series Online" and place it on my web page? If so, what do I need to specify:

1) Given that it seems to be about a site with pirated content, the phrase "all rights reserved" means that it means nothing. It's like people at the end of the words that they themselves "invented" put copyright icons, trade marks and so on. That is, if only it was beautiful, without going into the essence.
2) This question is too voluminous and variant. But by and large you can, although you will not be legally right.
