Can I plug a device with a Type B plug into a Type A socket?

Hello, there is a stabilizer with a Type A socket, but most devices that can be bought abroad through intermediaries come with a Type B plug, are they compatible and what are their differences? And if not, is it possible to use some kind of adapters?
