Can I make a map of the provider's network?
There is a PC that is connected to the network via a wire, can I make (see) a map of the provider's network (with other users)? Or where can I read about it?

Well, start pinging to other IPs from your network, you will find other apartments that are currently included. Start tracing to some American resource, you will find an uplink. You can still look for peerings...
The software at the link above only works with SNMP/ICMP. For path operators, this is all closed (if only the gateway responds to the ping), and for non-travel operators it is not supported / not configured.
