Well, there is a license agreement, did you read it when you accepted it?

You may use this software only if you are properly licensed and the software has been properly activated using a genuine product key or other authorized means

Of course you can.
The legality of use is determined by the license - the permission of the copyright holder. If you have a license, use it legally. And to activate or not it is already at your discretion.
The activation procedure is simply enabling additional features.

It is quite legal only if you have the appropriate license. No one forces a legally acquired license to be activated. If a license is not available, then the non-activated version cannot be used. Yes, it somehow works, but it's still illegal.
