I signed up on Upwork about 3 years ago, tried to look for orders, but because was just an ambitious newcomer (without any strong skills) could not even get the first order, stumbled for a week or two and gave up. Now, after a while, having gained experience and successfully working on several exchanges, I have a portfolio, I again decided to try there.
So my question is: Can I get the Rising talent Flair, even though I signed up 3 years ago, but I'm just starting now, or is this opportunity missed?

Has your account been blocked yet? Usually, accounts are blocked for inactivity on upwork.
If, nevertheless, it is not blocked, then you need to fill out the profile 100%, i.e. all fields in the profile: portfolio, education, additional. experience and more. It is also desirable against the Upwork Readliness Test , of course, before that, familiarize yourself with the rules of the service, so as not to overwhelm it.

No offense, but how are you going to develop your profile and work on the exchange, pass the banal mandatory Upwork Readiness Test, if you can't google Upwork's documentation on this yourself? Here is their dock with a clear list of conditions:

This status does not depend on the age of the account and the date of registration, it is given to a freelancer who "began to actively hack". Pay attention to their last point "Have been active in the past 90 days or joined in the past 30 days".
