Can I get an SSL certificate with support for Cyrillic domains?
It is important that such a certificate is available to individuals!
If you know where to buy one, please share the link.

Ask at the center. In one of their certificates, I saw an inscription in Russian. But you should keep in mind that non-ASCII text in the certificate can cause problems for software that tries to read it. They may not be, of course, but since certificates cost some money (for the organization) - I usually don't risk it.
we convert the cyrillic domain into punycode
for the received name we try to get let'sencrypt first we
