Can I download an app on iOS 7.0.4 bypassing installation restrictions?

iPhone has restrictions on app installation. Is it possible, bypassing these restrictions, to download the application on a smartphone? There is no way to turn off restrictions, jailbreak or completely restore your iPhone.

Can. Try it through iTunes which is already synchronized or iTools (in this option, synchronization is not needed)
