Can I do crowdfunding for my application from Google.Play, giving out extra codes as a gift? functions?

The Google.Play developer policy says I can't sell digital goods through third-party services in the app without selling them through Google.Play:

When selling digital products through other types of applications provided on Google Play, you must also use the Google Play content payment system.

But in order to make a payment through Google.Play, which would not be hacked, I need the advice of an experienced programmer, and this requires money.
Can I start a crowdfunding campaign for my application in Russia and give out codes for additional functions as a gift and not get banned by Google.Play?

Are you sure that your application is so cool that it will be broken? You can't do this without a good programmer.
And so - well, there are codes in games - and it doesn’t matter where the players get them from, but you won’t make codes without a good programmer either - protection is also needed there.
