Can I collect user passport data on my site?

Hello.
Soon I am opening my small service (marketplace of goods). I
provided for users to have the opportunity to pass identity verification (upload a scan of a passport + upload data in text).
But I have a suspicion that I cannot legally receive and process such data. Or I'm wrong?

The question is different:
Why do you need passport data then? I don’t even remember where I needed them on the Internet, except for government services and banks.
Verification is enough by phone or soap. Well, or by bank card, if you have everything on online payment. Make a test payment in an unknown amount of rubles, if the payment is successful, then the person is the owner of the card
