Can I clean up the /var/backups folder (Debian)?

There is a VPS on Debian 9. There is a /var/backups folder, it contains files:

what files can be deleted to free up free space? And is it safe?

In addition to everything sounded, I advise you to put ncdu in the kit. excellent console program with excellent display of consumed space in each subdirectory.
run and see what takes up space in the root directory.
ncdu -x /
- x in order not to climb on external mounted devices.
