Can I change payment information in the AppStore?

I wanted to register a developer profile in the AppStore. But I didn’t have time to make a payoneet card. Is it possible now to register a profile from a regular ruble card and then change the payment information so that the money is transferred to the payoneer card and not to the ruble card that I used during registration?

Through the Apple website, go to your Apple ID account and you can register everything in the settings.
