Can I buy Windows 7 Pro as an OEM (not BOX) license when I buy a laptop?

Everywhere they put HomeBasic, which does not fit.
For ordinary computers, it is clear that it is possible, but here is a laptop.
Normally, they should return the money for the OS, which I am not going to use. But I read on the Internet that the process of getting money back is very difficult.

The OEM version is intended for installation by the computer builder. If he does not offer such a replacement, then the OEM cannot be bought.

You will buy a laptop and additionally Windows 7 Pro. After that, you can return the preinstalled one and install your own, or simply update the preinstalled one.

I bought a laptop at the ASUS dealership on the back, 2nd floor, Vista was on it by default. I asked if there is a laptop without a system at all. They said yes.
The price of such a laptop was 5700r lower.

if you had not activated Windows, you could have taken the laptop to the SC and asked them to return the money for the OS to you. And they themselves would have bought the OEM version - already manually.

I can’t say anything about the first point, but on the second: yes, it’s quite realistic, especially if you take it not in the distribution network, but in companies specializing in the supply of computer equipment, hardware and software, they will sell the oem version without any problems.
If you choose a laptop from the line of ordinary home laptops, then if I were you, I would look for a digestible (for hardware) option on windows 7 starter and buy separately oem windows 7 pro.
And so, manufacturers usually immediately put pro on business lines, for example, lenovo and dell have + $ 50 to the price tag, but this is in the USA, but we need to look for a ready-made modification right away. So, better focus on lines like thinkpad, latitude, etc.
